No VAT yet (5% expected under GCC framework); excise since 2019
Detail: Qatar imposes no VAT or sales tax as of September 2026, though introduction at an expected 5% under the GCC framework is anticipated; excise tax has applied since 1 January 2019 (tobacco 100%, carbonated drinks 50%, energy drinks 100%). PwC reviewed 17 September 2026.

Qatar WPS blocks government services 8 days after pay date
Detail: An ILO report on GCC wage protection (Nov 2025) says Qatar's WPS, introduced in 2015, covers all workers under the Labour Code with no minimum firm size, and firms are blocked from government services within eight days of the due pay date.
Why it makes work harder: A cash-flow gap at month-end quickly becomes a block on visas and other ministry services, stalling hiring.
